Yes, ojalá que requires the subjunctive:

Por ejemplo …

Ojalá que tus amigos vuelven pronto.
Hopefully, your friends will return soon.

With a past subjunctive, the meaning of ojalá que changes to "I wish":

Ojalá que tus amigos hayan vuelto más temprano.
I wish your friends had returned earlier.
